Justin is correct in that the human readable is under the barcode in case the barcode is not readable by the barcode scanner. The cashier can enter the data in by hand instead of reading it with the barcode scanner.

As far as to why the human readable is under the barcode – the specification for that symbology (UPC-A for grocery items in the US) specifies where the human readable is located, what font and font size is used. If you were a manufacturer and you were selling items to Walmart or Target or any other big company, they require your barcodes to be within spec. If they are not within spec. they will fine you a lot of money.
