Is there a website or program I can put a barcode number of a product, and then it tells me what it is? WITHOUT A BARCODE SCANNER

the way barcode scanners work is that you have a computer with all the information listed. when you scan the item it reads the item as a number and looks in the list on the computer to see what it is..
simply put the barcode is just a number, it contains no information about the item at all. its the computer that scans it that has the description of the item on it.

There is no official central database of UPC numbers (those are the 12 digits listed below the barcode of a retail product in North America) or the EAN number (those are the 13 digits listed below the barcode of a retail product elsewhere in the world) as each retailer keeps their own inventory management databases.
However, there are a few open-source and hobby sites that you could try. One of the oldest ones out there is UPCdatabase.com. The owner clearly states that it is a hobby project of his but the database seems fairly comprehensive.
