Can a file be copied with a camera via something like a QR Barcode?

I know all different types of barcodes can say a lot of different things with the right software to read them, but can barcodes “be” files with the right software? Is there any software that can make an actual file?
For example instead of scanning a QR code for a URL to an app to download, it basically reads a visual code and compiles it into the app.
If not, is any one working on a way to do something like this at all?

    Sure, a barcode could “be” a file with the right software. The QR codes you mention can hold 4,296 alphanumeric characters. That could in essence be a small text file or script if you had a program to turn it into such.
    In theory you could have it encode whatever you wanted — you would just have to have the right decoder and deal with the small limits.

    For that to work you’d need to have the QR code be able to store binary data. To be able to store enough data to compile as an app or to contain information, it would need to be several meters square.

    It’s an interesting idea but completely impracticable given the omnipotence of the internet for mobile devices.
