Best answer:

A solid state laser diode is extremely sensitive to current levels. If it has a current limiting power supply it won’t matter what the voltage is, it’s output will be unaffected. If you double the voltage and there is no current protection the diode will immediately cease to lase. It may still work as an LED but I wouldn’t count on it.

    Yes, laser lights can burn out; they are basically semiconductor diodes, and too much forward current will cause overheating and destroy the diode.
