I have a hp c4210 all in one printer and I was wondering if I could use the scanner as a bar code scanner

No. Barcode scanners do more than just image the barcode. They interpret what the white and black stripes mean in the appropriate bar code type and send that in as text.

    All the scanner will do is take a copy of the barcode you are trying to scan, the most important thing about a barcode is the Information that it stores and a flat bed scanner will not be able to interpret this data all it will do is take an image of the barcode, there are loads of really cheap barcode scanners available or you can download an app onto your phone, these should all help to read the barcode, also there are tonnes of barcode generators available online where you can make you own barcode
