I am looking for computer software that is compatible with dell products (i use firefox if that helps) is for graphic design of product labels for a cosmetics and soap line. also can scribus be used with dell ?

it will depend on the OS that you have installed, not the model or make of laptop.
Scribus works on MS Windows and several versions of Linux so yes it should work without problem, just make sure you download the correct version for your Operating System.
