Yes, you still need to put a stamp, the barcode is for the price of the post card.

Yes, you need a stamp, and it depends on the size of the postcard. If it’s 6 inches long by 4-1/4 inches high or smaller, the price is $.27. If it’s larger than that, the price is $.42.

yes the barcode is inventory code,not the stamp lol nothing is for fee.when you put the stamp over the barcode it will not cover the code completely but you have to ink it out so it won’t confuse the post office machines
