If you want a stand alone program, that’s a little harder. I have one that is free but comes without support. It was developed at my company many years ago and then put on the shelf. We’ve given it out to many people in the past with the stipulation that if you find something wrong with it we won’t fix it because it’s long retired now. It does work well. Creates a barcode and copies an image of the code to your clipboard. You can then paste it into another application.

If you’re only looking for an image based on the data you input, then there are quite a few online data matrix generators. One example is http://www.idautomation.com/java/dmservlet.html.
