Not at all, I used to own one. I purchased it from radioshack. I bought it so that I could listen to police/emergency frequencies in case of an emergency, but the reception was terrible, so I sold it. Criminals do use scanners unfortunately, but I think there should be a licensing requirement.

Actually, they are not very useful to most criminals. The odds of hearing anything that would help elude the police are simply too low. The sound of the scanner is more likely to reveal the criminals location.
They are not all that common either.
