The key word is light. Light travels at 300,000,000 meters/sec in a vacuum.
However, the shorter the wavelength (the blue end of the spectrum) the slower the light goes in other media, such as glass or crystal or air. Red goes fast, blue slower.

The speed of light is c, a constant. Refraction IS a function of frequency. Color is determined by frequency. Therefore different colors refract at different rates. Since VELOCITY is a vector, and color does effect the direction of propagation, color does effect the Velocity.

the velocity of light, in a common frame of reference, remains constant (in any single media) regardless of color (which only effects the wavelength of the light); 3 x 10^8 m/s in a vacuum. Light does slow down a bit moving from vacuum to air, air to water, etc, but only slightly.
