How does gift cards or game cards activate?

How does gift cards or game cards activate?
game cards usually says that u need to activate it at the register or it wont be working.. well whats so special about that red laser that beam the barcode? does that mean i can just like take a random game card n go to another store n just use the other stores register to scan it?. wil that work?. or maybe ill just buy a barcode scanner n scan it myself?

it means unless the store scans it then when u try to use its its gona tell them its stolen and wont work
