How to create barcoding system on government computer?
I would like to create a barcoding system on a government computer to track soldier medical records. The problem is, I cannot download all those silly barcode fonts out there. I have a barcode scanner, and Microsoft Office 2007 applications to include Excel, Access, Word.
How do I generate a barcode system for SSNs?
How do I create a barcode library, such as scanning information on a medical record for check in and check out? Do I really need a software here, or can any of the MS Office applications be used?

The government already has protocols for how to track medical records with bar codes. You don’t have to reinvent the wheel. Just ask your supervisor.

This isn’t something you do with OTshelf software on a PC. Talk to your system development people. They can do an analysis of needs and possible approaches. One of which may be to simply buy an already existing system.
