along with IR emitter,photodetector or phototransistor or photodarlington, microcontroller and other components are also used in the circuit .i found one circuit on the net but it is not complete so now i am searching for the complete circuit diagram.

A bar code reader is mostly software, the circuit diagram alone will not be enough to make one if that is what you are trying to do. While IR reader are less common than visible light readers (because IR limits the inks that can be used to produce the bar code) they are available, though the ones I found were swipe readers not scanners, here is one source: barcodesinc.com/cats/badge-readers/infrared.htm
If you are just curious how one works, again it is mostly software, the circuit would be pretty basic, probably not much more than the photo transistor, and amplifier and some waveform shaping component (perhaps a comparator or Schmidt trigger) feeding the input of a microprocessor.
