I want to make a 2d platforming game in Flash…where can I find a game engine/reusable code?
something along the lines of Castlevania – jumping, fighting enemies, exploration w/ map, collecting items, etc.
is there a free (or low-cost) game engine available?

try the Torque Engine the most popular one for learning and may be buy a book “The Game Programming guide to Torque” – by Edward F Maurina III GG Press ISBN 1-56881-284-1 , you get a free engine. About Flash any graphics created should be usable but about animations I am not sure how Torque supports it with Falsh.
