Is there some type of printer or ink cartridge I can use. Or can anyone refer me to a site that creates these type of labels in black?

if it were me I’d just handwrite them. even if there is lots of them.
For that there are sliver and gold sharpies.
I would assume that anyone who would use a special printer to print on black paper would be quite expensive. I’ve never heard of anything like it being available for non-commercial purchase.
