In GIMP, how do I make a grayscale image have no more than 7% grayscale for the back of a postcard?

Postal guidelines say that a ghosted image on the back of a postcard must be 7% grayscale max. This is so the address and barcode can be easily read by machine. How do I ensure my grayscale image is light enough? I am using GIMP.

I do not use Gimp but I believe in some respects it is like Photoshop.
With a black image, I would create a new layer, fill it with white and set its opacity to 93% – leaving no more than 7% black visible.
