so the ZIP codes may be machine readable, that postal service encodes them as a group of 5 bars, some tall, some short, in groups of five. in how many distinct ways can two tall and three short bars be arranged???

Assuming the two short bars are identical and the three tall bars are identical, the five bars can be arranged in
5! / (2! 3!)
= 10 distinguishable ways.
