This is a bit confusing. Are you referring to the graph showing Income per person / Number of children per woman?
A log. graph usually uses the common logarithm (using base 10), but this does not really tell you anything. The purpose of using a logarithmic plot is just to give a plot which approximates a straight line, rather than a curve which is more difficult to plot.
Although the graph shows that there is a tendency for higher-income groups to have signinficantly fewer children than lower-income groups, there is a lot of scatter, and any numerical relation would be a very crude approximation at best.
