If I purchase a Symbol Handheld PS/2 Laser Barcode Scanner will I need a certain type of keep board, and what type of programming will I need to do?

I believe that you mean a Symbol scanner with a PS/2 keyboard wedge device?
If this is true then the scanner will output the barcode data through the cable, and your computer will think that somebody typed the data into the keyboard.
The scanner itself can be configured with “parameter barcodes” that are in the manual that comes with the scanner. You can change the behaviour of the scanner by using these barcode – for instance enabling certain types of barcodes, or only accepting barcodes of given lengths.
Now as far as what programming you have to do on your computer depends highly on what you want to do. If you just want to examine the barcode’s contents, then just open an editor, scan the barcode and the text should automatically appear in your editor.
If you want your computer to react to the content of the barcode – for instance look up the price of the item, then you will need additional software. Fortunately, there is much software already written for this kind of stuff. Do a google search for “POS software” – which means “Point Of Sale”. There is a lot of software already out there so that you don’t have to re-invent the wheel.
