One of two things will make a scanner stop scanning. A transmission on the channel, in which case it will scan again when the conversation is over. If yours is constantly stopping at that channel it is probably what is known as a ‘birdie’.

A birdie is a signal internally generated by the electronics of the scanner receiver itself.

If your scanner stops during scan mode and no sound is heard, it may be receiving a birdie. They sound like white noise, or like someone is pushing the PTT button on their microphone and not saying anything. It is not uncommon on any scanner to encounter multiple birdies at different frequencies. Most manufacturers put a list of the known birdies in the scanner instruction manual.

The easy way to tell if a signal is really a birdie is to move the scanner around for handheld, or to remove the scanner antenna for mobile or base units. A birdie will ALWAYS been there. A real open-mic-type signal will get weak, you will hear some static, or it will go away if the antenna is removed form the scanner.
