    The UPC system is not a government-run system. It is run by business for business.

    There is a private non-profit company by the name of GS1 (stands for Global Solutions One) who tracks all of the digits (called UPC numbers) on which the UPC barcodes are based. GS1 has member organizations in most countries. If you’re looking for the US one, it’s GS1us.org.
