Is it visible through the window on the envelope?
If yes, it is the USPS bar code which enables the letter to be sorted faster.

The bar code can be scanned to pull up all the information on the statement. They do this to discourage people from altering information on the bank statement, perhaps to reflect a bigger balance or something.
