What program do I need to create a barcode if I have an 10-digit NDC number?
I need to be able to create unique Code 128, 1-deminsional barcodes for hundreds of products and add that barcode to the product labels in Adobe Illustrator.

Best answer:

Use a Code128 font. Then you’ll just have to add the leader and trailer, if any (I’m not familiar with Code28, but barcoding is pretty much barcoding, only the details differ) and print the number. It’ll come out as a machine-readable bar code.

you’ll find quite a few of them, many free.

    You will need a barcode activex software, which allows you to automatically generate and insert barcodes to your labels.
    (it should also allow you to use an external data source, so you can manage the barcode datas)

    There are a lot available in the web, check out the free online barcode generators.
