I think the United States or Great Britain (UK) first used them.

    The barcode was invented in 1949 (the year the patent was filed), but wasn’t used in a supermarket until 1974. The first item with a barcode scanned in a supermarket was a 10 pack of Wrigley’s gum. That was in the Marsh supermarket in Troy, OH on June 26, 1974 at 8:01 am. That store was chosed because it was close to NCR in Dayton, OH. They are the company that designed the checkout counter.
