I don’t think there is an actual reason for bar codes being black. I think it’s just easier and cheaper to print them in black. I’ve seen them in all different colors. Black is probably just the easiest to see and decipher.

Such scanners are based on measuring the change in intensity of reflected light from the stripes vs the spaces between. Black and white represent the two extremes of reflectivity of visible light. That means that the refected light measured by optical detector in the scanner will have the greatest signal to noise ratio possible for black stripes on white paper. That means fewer errors.
